Dr.
Chowdhury obtained his Bachelor degree from Bangladesh University of
Engineering and Technology (BUET), Bangladesh. He did Masters from Asian
Institute of Technology (AIT), Thailand in the field of Construction
Engineering and Infrastructure Management. The title of his Master Degree
thesis is “Special Purpose Vehicle for Infrastructure Project Financing through
Public Private Partnerships (PPP) Project”. He achieved excellent grade for
this research and was able to publish a book chapter in “Infrastructure
Finance: Trends and Techniques” by EuroMoney Institutional Investors Plc, UK.
After that he joined to Nanyang Technological University, Singapore for
doctoral degree. He did researches on Independent Power Producer (IPP)
Projects, PPP Water and Desalination Projects, Patterns of PPP project financing in
Asia, Leaderships in PPP Development, Constraints and Barriers in PPP Project
Development. He was a contributing analyst of Economic Intelligence Unit (EIU):
The 2011 Infrascope on Evaluating the Environment for Public Private
Partnerships in Asia-Pacific focusing mainly on Thailand, Philippines and
India. Besides that, he was
also a short time consultant at Commonwealth Secretariat on reviewing of
comparative study on Public Private Partnerships in Toll Roads’. He achieved
PhD in the year of 2012. The title was " A Study on Special Purpose
Vehicle of Independent Power Producer Projects in Asia". During his
doctoral study, he was able to publish another book chapter in " Water
Governance : An Evaluation of Alternative Architectures, Edward Elger
Publishing Ltd, Cheltenham, UK.
After completion of his PhD, Dr. Chowdhury joined
in NTU as Research Fellow under the Institute of Catastrophe Risk Management
(ICRM) focusing research on Exposure and Vulnerability of Marine Cargo to
Natural Hazards. The objective is to develop a process to quantify risk to
marine portfolios, primarily marine cargo and port facilities, from natural and
man-made catastrophes. Prior to that, Dr. Chowdhury was a Research Assistant in
Construction Engineering and Infrastructure Management, AIT. During that
period, he did research on Decision Support Model Development of PPP framework
on the Educational Sector for the Ministry of Education, Thailand. He was also
responsible for research on Enhancing Financial Viability through Government
Support Mechanism in PPP Contractual Framework.
Dr.
Chowdhury has developed his expertise in the field of PPP Structures, Systems
& Mechanisms, stakeholder management, project and corporate financing; risk
management, project management, legal and contractual requirements.
Dr. Chowdhury has published several articles into
many international journals such as International Journal of Project
Management, Journal of Construction Management and Economics, Journal of
Business Economies and Management, International Journal of Public
Administration and so on. In addition to those, he has published two book
chapters and presented his researches to many international conferences in
Singapore, Malaysia, Hong Kong, Taiwan, Thailand, Australia, China.
Besides
academic achievements, Dr. Chowdhury has more than ten years in-field experience in high
rise building construction, planning and management of multipurpose community
hall, gymnasium, swimming pool and several six-storied residential and barrack
buildings, four years experience in insurance industry particularly in
engineering underwriting and information technology in Bangladesh and Thailand.
Experience includes - Construction/Demolition of Projects, Infrastructure
improvement Projects, Site Safety/Compliance, Quality Control/Field
Engineering, Budgeting & Cost Controls, Bidding/Estimating/Proposals,
Variations and Crew Supervisions.
