Abu Naser Chowdhury, Ph.D. is a distinguished Superintending Engineer in the Public Works Department (PWD), Ministry of Housing & Public Works, Government of Bangladesh. Since January 2025, he has led Dhaka PWD Circle-2, Dhaka, overseeing major governmental building infrastructure, administrative complexes, and public assets in the capital, following four years (2021–2025) leading PWD Bogura Circle.
With over 25 years of civil engineering, research, and administrative experience, Dr. Chowdhury combines rigorous academic research with large-scale practical execution. He completed his Bachelor of Science in Civil Engineering from Bangladesh University of Engineering and Technology (BUET) in 1997, earned his Master of Engineering in Construction Engineering & Infrastructure Management from the Asian Institute of Technology (AIT), Thailand (2004–2006) under the AIT Fellowship, and was awarded his Ph.D. in Civil & Environmental Engineering from Nanyang Technological University (NTU), Singapore (2007–2012) under the NTU Research Scholarship — with a dissertation on Special Purpose Vehicle (SPV) structuring for Independent Power Producer (IPP) projects in Asia.
